How do you turn on the pilot light on a Garland Sunfire 6 burner gas range?

We are trying to turn on the pilot lights for the 6 burners. The manual said to light the pilot lights in the center of each burner, but no gas is coming out to light it. There is gas, though, when we turn on the burners, but the pilot lights do not get lit.
